What if the rest of the team could start working on another game, for example a sequel, immediately instead of working on DLC?
They would still have something to work on and be paid properly and the consumers would get for them more "acceptable" (given the uproar) full game (sequel) and even earlier.
I mean, I understand that it sounds like a sweet theory which is most likely not feasible in practice for many practical reasons I can't even think of, and very likely isn't even that smart from the perspective of publisher / developer (given how DLCs are becoming more and more popular, it is very likely that they are very profitable), but I think that absence of DLCs or at least Day 1 DLCs wouldn't necessarily have to mean the waste of time or shattering of the team as you pointed out, once those practical problems would be fixed (providing that they could).
Also, take that more as a speculation for the sake of discussion rather than potential complain, because I
really don't have enough knowledge about this to make a propper comment.
Edit: After re examining the picture, it is possible that the production team wouldn't have much to do because pre-production for a full game would take much more time, I guess.

Or maybe that could be addressed by better organization and scheduling. I don't know.
