I'd like to know if there's any official list, or well-informed list of the ME2's party members that are known to be absent in ME3, completely absent I mean, not even present temporarily.

Do we know about that or would it just be speculation at this point? My "guess" is that Kasumi and Zaeed won't be in ME3 but... then again Kasumi's mission did imply something that might have consequences in ME3, so perhaps she's present... not necessarily as a party member, but maybe she makes a short come back. As for Zaeed... not sure, in my canon Shepard game I saved the workers and Zaeed's target fled, I don't see Zaeed having his grudge carrying over to ME3 (yeah, a grudge, I said it Zaeed, sorry). Other than those two... hmmm... Samara maybe? Or... perhaps Jack?

Do we know anything about that so far?

Well I know my main won't have Zaeed as I tried to use him for the holdout leader and he got himself killed somehow.

Samara will be in Mass Effect 3, she was in a relatively recent trailer.

I'm not sure if any have been confirmed to not be in the game--I hope they're all at least cameos, as ME1 squadmates were in ME2. It would just be strange to do this big, huge, galaxy-changing thing with someone and then never see them ever again.

Everything I've read indicates that if someone was in your squad in the last game and they are still alive then you will see them at least once in ME3. (I know Jack is in the game for certain, but I haven't heard anything specific on Samara, Kasumi or Zaeed though)
