Veteran Pack: Possible bug, and a question

Up until a few days ago, I'd always get Silver or Gold card in a veteran pack. Lately, I'm mostly getting all blue quality cards. Is this intentional ? I was under the impression that:
Blue = Common
Silver = Uncommon
Gold = Rare
The description for Veteran packs says that they always give at least one Uncommon or better card. If Silver Cards are Uncommon, then there would seem to be a bug. If Blues can be uncommon as well, then how do we tell which card(s) are uncommon ?

Now to my question. Around the same time as I started noticing the above issue, I also started getting crazy amounts of Blue quality character cards in Veteran Packs. That would be cool, except I was getting cards for classes that I'd already leveled up to 20, and also already unlocked all the appearance options for.

So, my question is as follows: Should we be getting class cards for classes we've already leveled to 20 and
unlocked all the appearance options for ?
If so, that seems a total waste of a card :(

To give you an idea as to how bad these issues have been, I believe I've opened roughly about 25-40 packs
over the last couple of days, and I've received 5 Golds (Asari Adept, Quarian Engineer, Revenant 2, Hornet 1 & 2) and only a few Silver cards (1 Turian Sentinel, I actually can't think of any other silver cards I've received). Is this how it's supposed to be ?

The way the game picks powerups results in the backup pool being used far more than it should be.

For each pack item you only get one 'roll' on the primary pool; if that roll turns up something you already have, it falls back to the backup pool.
As the backup pools for all weapon rolls are character unlocks, once you begin maxing out your weapons you'll receive more & more character unlocks (along with what is in all likelyhood entirely redundant XP bonuses).

I hope the 'loot' system in the full game is a little better thought out, as the demo's system is rather flawed.

Thanks for the clear explanation.
I agree, the way its currently implemented is not all that well thought out. I know part of the issue is that many of the weapons and classes are locked off for the demo, however, if they leave things as they are, then the underlying problem will still be there :(
I really hope that this system is restructured in the full version of the game to be more practical.

The reason why you're getting five blue cards is because you've obtained all ranks of all uncommon items already, and rare (gold) items aren't guaranteed. So, when the RNG doesn't elect to give you a gold item, it gives you 5 commons.

However, getting character cards for classes that are already max level with max customization needs to be removed.
