Okay, so its not a spoiler to say that Ashley/Kaiden, Garrus, Liara, Tali, and Wrex are all back.  Heck they're in the trailers, promo artwork, and demo to various degrees.

It would also seem, based on the non-spoilery Mass Effect art book (a great book, by the way, and I say that as a person that has never bought a game art book), that Jack is a squad member.  There's a page devoted to Jack's ME3 appearance, something that no other ME2 squad member gets....the designs show her holding weapons and in various poses, seeming to indicate that if she's not a squaddie she at least has some major role to play.  The artbook also has sections on a physical form for EDI and a new assassin character that previously appeared in ME novels.  The physical versioon of EDI might just be for show aboard the Normandy, but who knows.  Seems like she and the assassin are squaddies though.

Other than that, who do we think is in?  If you know for sure, please avoid total blatant spoilers, but if you're like me and haven't played the game early or found a leak, feel free to post!

I think that Jacob and Miranda will be prominent NPCs, representing some fringe aspect of Cerberus or filling a role similar to Ashley/Kaiden's part in ME2.  I think that Mordin will not be a squaddie, just an ally.  I think that Samara, Legion, and possibly Zaeed will be NPCs representing their factions....asari, geth, merecenary groups.  I think Kasumi might appear in a cameo NPC role if you own her DLC.

So the returning characters?  I suspect that Grunt will return to replace Wrex for players who killed him off.  If Grunt also died in your game then I don't know what will happen.  I would like to see Thane return and think of all the remaining ME2 squaddies he's got a good shot.  Drell animation is in the game, so maybe that's a good sign, as that race is supposedly rare....too rare to be regular NPC background characters?

I believe Wrex is not a squadmate. And Zaeed doesn't have any power over the merc groups, at least he didn't in ME2.

Yeah, Wrex isn't a squad mate in ME3. He does have a small handful of missions though. Every ME2 character is relegated to a side role in ME3, as stupid as it is.

But in ME2 he killed his rival...potential for a return to him running things.

Maybe, but if you chose the paragon route Vido escaped, and renegades never get the good outcome.

Its an easy hand-wave explanation away though, given that time has passed between the games. Zaeed could have caught up and killed that guy the next week or something, if he survived your game. I think a brief cameo doesn't seem out of the question....he could be easily replaced by some other generic underworld character if recruiting gangs of mercs is part of the war effort.

I doubt Zaeed would even want to take over the Blue Suns at this point. Even if Video is killed Zaeed is still an outsider as far as just about every other Blue Suns member cares. Just talking to him makes it seem more likely that he will buy a ship fill it with explosives and set it off next to Omega with him in it.
