Sometimes when I use stasis on a phantom (can't remember it happening on other enemies), it doesn't work... I can see the usual distortion right by the phantom, but she doesn't freeze... and no, it doesn't hit cover or something, this happens when the phatom is standing completely in the open and I'm aiming directly at her.
Has this happened to anyone else?
I'm wondering if this is a glitch, by design, or if I'm missing something...

I feel like this happens sometimes, I tend to put it down to the fact that I just miss but I don't know for sure.
Most often it is on Noveria White, on the narrow corridor to the right of the landing pad, as you face the rest of the map (hope that was clear). Either I do miss, or the tight space with lots of boxes and steps and things there creates some issues with the engine deciding if I hit or not.
Anyway, I just roll back and back until its recharged and try again.

Phantoms get cc resistance if you chain cc them, I suppose this exists to stop lowbies from CC'ing their way to gold on first playthroughs.

Could be an issue with latency. If you aren't the host it's possible the attack missed because the Phantom was no longer in the flight path on the hosts machine.
Could also be diminishing returns if you tried to cc them several times in a row... or it's possible a team mate happened to do damage at that moment instantly breaking it as well.

3 times, the fourth won't get it (each time, less time the phantom will stay in stasis)

From what I noticed they have some defensive barrier they can put up against certain attacks. If you watch carefully when you notice your attacks aren't sticking their hand is up and there's a weird ripple effect going on around it. Only caught fleeting glimpses of it. If you catch them from the side or back your attacks should always stick.

Probably an intermittent problem with hosting players
latency level. I've occasionally experienced this with
stasis, and many other ranged attacks. My suspicion
is that you also get seemingly invulnerable enemies
in this same situation. Often the hosting player ends up
dropping, and the level ends up resetting.
Maybe run and hide, as sometimes the hosts latency
spike will resolve and everything goes back to normal.

Yeah, the resistance explains it, although doesn't necessarily make sense, we can hardly finish gold with a full level 20 team and two asari adepts, so I don't see some "lowbies CC'ing their way to gold" ;-)

Phantom glowing palm barrier sometimes blocks stasis, although occasionally, if you damage them a good bit before trying to stasis them, it won't work either, even without the barrier. No idea why.

Phantoms have not only a shield with their palm that they can shoot out (same thing that kills your shields with no explanation and makes one wonder why they even have a sword) which blocks all incoming attacks to some degree (including stasis), but they also can right themselves if thrown into the air via pull/throw with Iron Man-style hand and feet jets.
These women are truly badass.
Phantoms have not only a shield with their palm that they can shoot out (same thing that kills your shields with no explanation and makes one wonder why they even have a sword) which blocks all incoming attacks to some degree (including stasis), but they also can right themselves if thrown into the air via pull/throw with Iron Man-style hand and feet jets.
