I have already preordered the collector's edition and was considering buying the PC version.  I was wondering if the collectors edition bonuses will transfer over to other platforms or if i have to buy the digital deluxe to get them.

I hope so. It was the case with ME2.

I bought the DDE edition as well as a CE edition to make sure I'd get all the pre-order stuff, so there is a difference with that too.
All the DLC we have seen untill now is platform-specific, (for example, the amalur demo stuff, and all the multiplayer-packs) so it is likely to be the same with the rest of the DLC as well.
