The chance of getting a gold card weapon in a vet pack is 10%, of which there are 5, so the chance of getting widow unlock each time is 2%. That doesn't count the fact that the game sometimes gives you a common character instead(I don't know the probability of that happening, but it's probably at least 50%).
Lets say then the chance of getting a specific gold rank weapon per vet pack is 1%. That's a lot of packs.
(Probability weighting is, iirc, 75% of a uncommon weapon(silver), 15% chance of a gold character, 10% chance for a gold weapon, and if it picks a unlock you've maxed, it seems to default to a common character)

With all the things that could have gone wrong with implementing multiplay they blow it with this. Who came up with this, and who approved it?
progression/levelling/unlocking in a multiplayer needs to a function of time played, and skill demonstrated during gameplay.
Nothing but nothing is more infuriating than being kept from unlocking desired items by bad luck.

Way too heavy (bonus for skill recharge gets ridiculously low, even without anything else than the SR), and on higher difficulties you still require to do headshots for one-shot kill while cloacked, but the funny thing is, that my Mantis X can do exactly the same. Hmpfh, it's a shame... -.-

unpack coalesced.bin->adjust the packlist to your desires->repack it.
There's no point playing a game just for the grind.

The widow is about the same weight, so if that's what you are basing your opinion on you aren't going to like the widow either.
