Why didn't Shepard have a Phantom Squadmate in ME2?

Pretty sure the Phantom is a human enhanced with Geth tech a la Cerberus tinkering, which happens in ME3. In ME2 you can get Kasumi who has a stealth Phantom Punch, she also the most adorable.

Wow, I just posted something similar in the other thread. So Cerberus couldn't have just built a squad of phantoms to take down collectors instead of bringing Shepard back? It will be interesting to see what happened with Cerberus between ME2 and ME3 that allowed them to suddenly raise an unstoppable, infinitely big army full of phantoms and atlases and guardians, and nemesis and...

Because if you had a phantom on a team headed by a Spectre, that would be redundant and probably reaching in to another franchise for ghost-related names in a futuristic sci-fi space marine setting.

A squad of phantoms can't be programmed with Shepard's experience and drive.  Shepard is special because he gets the job done without having to follow someone's orders.  He operates outside of a command structure which is something Cerberus troops could never do.  He is also a talent magnet.

Yeah.  And that's great for Shepard.  My point is that there must have been a bigger reason for Cerberus to bring back Shepard in ME2 than just killing collectors.  After seeing what Cerberus is capable of........I mean Shepard is special, but he/she ain't THAT special.  I guess TIM was hoping to turn Shep into a Cerberus goon so he would have one of humanity's greatest heroes and natural leaders representing his organization.

Short of that, the plot of ME2 just seems even more silly now that I've seen those stupid phantoms....and all the other troops Cerberus has now. He couldn't have created this army sooner?  Shep even said he could have built an army for what he spent on Shepard. Hopefully, they'll explain in ME3.

Don't insult the Illusive Man by proposing such a stupid motive!  I'm a little defensive about TIM when I found out Cerberus would not be an ally :)  .

Miranda and TIM specifically state they did not wish to turn Shepard into a goon and while they aren't the most trustworthy individuals (at the time the statements were made at least), in that instance they have little reason to lie.  The conversations were private so they weren't posturing for any of the other crew, and if they had succeeded then they wouldn't need to lie about it.

As for the phantoms, their existence is likely new.  In fact, it's entirely possible that they exist because of the work done on Shepard.  Not only did they bring Shepard back from the dead but they replaced what was lost with upgrades.  In the case of phantoms they wouldn't have the same restrictions, they aren't trying to restore someone to what he or she once was, but just upgrade.  They don't replace what was lost on a phantom, they replace everything they possibly can.  That's my theory at least, I'm sure it will be explained in a codex entry if not an actual story introduction because they seem like mini bosses (along the lines of the harbinger).

Shepard's statement about TIM building an army for what he paid for in Shepard may have been true, but you can't build a leader.  Also in this case, a conventional army wouldn't do much good against the reapers... apparently they're not very good at targeting and killing an individual person without the aid of the collectors :)
