Here is what I think.

Commander Shepard's actual rank isn't actually mentioned.
Shepard is refered to as Commander for formal reasons.

The one thing that interests me is why does shepards uniform(4th casual w/o the n7 hoodie installed) have LT. Collar insignias :D ^.^

On a Serious note however a bit of clarification on the rank and the entire "commander" bsns. I am going to be speaking from personall experience, however USA and British people(even tho the caste systems are quite different between the USA and the UK there are underlying similarities) note that I am not adressing your cast systems, and would love info on it( I retired b4 we were introduced into the whole STANAG NATO bsns).

Anyway in many military organisations all over the world the rank itself signifies a Theoretical capability that a said enlisted or officer has achieved, experience and prestige that they have aquired during their service. That being said Military authority is handled quite diferently than on a simple cast system, A lot of European and eastern European nations in particular have a two from system.

The Rank and the "Service". The rank in these signifies as above elaborated on, however the service is something all together different. To clarify the city I enlisted in's garrison COMMANDER was a Colonel, in the same building that he worked in, among the recruitment liaisons there was another colonel, his duty(Service) was to oversee and participate in the day to day operations of the clerical system and the recruitment liaison's often LT's or even civilians handling the paperwork. While the two men held effectievly the same rank, the Garrison commander was In charge of the other colonel simply because his service covered controll over all , or most, Duties that went on in the geographic area he was charged with.

If any of our BSN members have attended selection for any form of police or military units. They would also know that it is not uncommon for a CPT. Attending selection to be placed under command of something like a E6( a staff SGT. If my memory is correct) same as all the other soldiers.

In fact while not common practice it has been noted that there were times in wich the abnormalities in "rank" were used when assigning services even during wartime activities and active combat engagements, Mainly under officers, and is especially common if "Special Forces" are involved with the regular military.

All of the above being noted I hope it clarifies as to why Shep is refered to as a CMDR. Sometimes, his uniform bearing a LT. Insignia.... Another thing worth mentioning in the seeming abnormality of military protocol is that shep is N7 witch is a rare thing in the alliance military and is attributed to very distinguished service personell.

And while we don't know if any authority is held by a N7 there are a few things we can conclude from the codex/conversation. James Vega is worried about getting a command with his n7 program,in the mutiplayer descriptions of the N7 classes we can also see that they assist with training of other species in anti reaper warfare, so it is a safe assumption that a certain level of authority is held by a N7.

It could also be that the N7 Commendation is treated like a "Neck Decoration"(this is a loose translation of the term from my language so apologies if I made a mistake in english) like the USA "Medal of Honnor" the "Legion of merit" or the French Croix de guerre, in wich case the soldier isn't saluted but rather the medal itsellf and the actions that distinguished the individual per earning them.

I know this was a long post but I hoped to shed some light from someone involved into the entire bsns. :) Hope this helps some people understand, if you have questions, by all means, or if I Made a mistake in the western systems feel free to correct me :)
