the collecters i knew they were not gone. i knew not every collecter was on that ship they probably have lots of bases, or a homeworld where there clone and sent out.

Would the collectors pictured still be considered Collectors? I mean, the Reapers released them post SM! Perhaps they are just a different faction of surviving Protheans... as unlikely as that is..

Remnants. Clones. Either one makes sense. Their main base was destroyed it's entirely possible a crusier was out collecting humans when it went up in smoke/radiation.
ALTHOUGH, it does beg the question "why didn't the Collectors retake a Cerberus controlled Collector Base?" But I guess the no-prize answer would be "Becuase Cerberus is indoctrinated."
