Mass Effect "Bad Image" Error

After the game failed to launch through Steam, I tried going directly to the MassEffect.exe file and running as administrator. The launcher came up just fine, but when I hit the play button I got the following error message:

"C:\\Windows\\system32\\d3dx9_31.dll is either not designed to run on Windows or it contains an error. Try installing the program again usuing the installation media or contact your system administrator or the software vendor for support."

After reinstalling I still get the error message.

System Specs:

Windows 7 Ultimate x64
Intel Core i5
4 GB RAM
GeForce GT 440

You may try dl'ing and installing the latest version of DX9 from Microsoft and see if it fixes the issue.

Tried it and got the following message: "DirectX setup has determined that a newer or equivalent version of DirectX has been installed already. No installation is necessary."

Ran dxdiag and it turns out I'm currently running DirectX 11. I have an idea on how to install 9, but I'm not sure it'll work. I'll post again when I find out.

EDIT

Tried using the DirectX 9 installation through another game (Civ IV offers to install 9.0c after the game is installed) but without any luck.

DX11 is NOT fully backwards compatible to DX9.0c and the game requires 9.0c to run correctly. So can you force the install, and did you try to run the DX9.0 anyway. Other option is to uninstall DX9 and then reinstall it. By rights is should be able to run simultaneously with DX11.

It wouldn't let me force the install, so I tried uninstalling and reinstalling DX9, but I'm still getting the same error message. According to users on Microsoft's Q&A page, I might just have to reinstall the OS.

Is this the only game that is causing issues??

Have you tried a different install of the game??

Reinstalling the game is much easier than the OpSy, and I don't know if I would go to the effort for just a single game, even if it cost 50 bucks.

Civ IV is also giving me trouble (for the exact same reason), but I think I'll just wait until I upgrade my machine to worry about it. Plus I got it for just $25, so it's definitely not worth the trouble lol.
