Scimitar has a faster firing rate. It's the entire purpose of the gun.

Huh? The scimitar has lots of advantages over the Katana. Both are viable, but the weapons fill two different roles within their weapon category.
To break it down, best for each stat is:
Weight: Katana. The difference is negligable though, so much so that you're unlikely to notice a difference in skill cooldowns during actual play.
Capacity: Scimitar. The difference here is also quite small but the value is magnified by the next stat.
Fire Rate: Scimitar. The scimitar is noticeably faster. This is the reason why I use the scimitar over the katana as it allows for more efficient damage spread in multi target environments.
Damage: Katana. The katana is noticeably harder hitting.
Accuracy: Scimitar. The scimitar is significantly more accurate. Depending on your play style and reason for carrying a shotgun this might actually be bad, but for me the more accurate the better especially with the higher fire rate.
Both shotguns are perfectly viable, which is better primarily rests on what role the weapon plays in your arsenal. When I play engineer I have my tech attacks that work great at medium and long range. I chose the scimitar as my preferred shotgun because it works well at close and medium range allowing for more a little more flexibility.

I actually too prefer the Scimitar now, but thats because im just to lazy to aim. Katana has higher per shot damage, and thats all that matters for a shotgun, for instant kills or hit and run strikes. Scimitar almost competes with Carnifex already, and the latter wins, but has to aim even more with it.T3hMerc wrote...
Why do people use the Katana over the Scimitar? I run this combo, Scimitar+Edge. Love it!

Yeah, I hate the damn thing. It has high damage but a normal slow reload, only 8 spare shots, and isn't even damaging enough to 1-shot a nemesis at point-blank. Also it weighs a ton, it ruins my Vanguard while I loved it in ME2.
It does some damn heavy damage to the phantom though. and can easily take out centurions. The only issue is, if you miss you're screwed.
