 A speculation based on facts and proofs, in one of the comics we learn LIM is exposed a reaper which was used by some turians. It is safe to say he was exposed to reaper device but he wasnt indoctrinated. As time goes he knows what is happening to him so he trying to find ways to cure himself, so bring back shep in me2 sends research teams on reapers and center of galaxy. In ME3 we see reapers are there, and safe to say reapers now finally have control over LIM( they filled that gap which allowed LIM to control his mind and body) and speeds up his indoctrination and making him another Genral( like collector genral controlled by harbinger) of their army, now it would be safe to say all of cerberus are at somepoint controlled by Reapers and are in early stages of begin HUSK so they can still wear around armor but cant control there mind. So from this we can say cerberus are nothing but this eras collectors.:police::police:

TIM was indoctrinated (not completely) by the Reaper Monolith inside the Palaven Temple and on Shanxi in Mass Effect: Evolution. In that his name was Jack Harper, the main antagonist was Saren's brother (forget his name) and his death at the hands of Jack and company is what make Saren hate humanity, the Monolith also affected Saren which set him up to be under Sovereign Control while Jack used his new found abilites to create and lead Cerberus, becoming the Illusive Man.

My question is what actually happened to Jack/T.I.M after being partially indoctrinated? Is it that Reaper Nano-Tech he used on Grayson in one of the other novels? So basically, T.I.M is the new Reaper Avatar?
