You can romance Liara in ME3, along with the VS and some new people, though they aren't squadmates.

If I may ask, since this is a bit relevant. Is an ME3-only romance with Liara the same as it would be if you were loyal the all three games?

I sure hope not!
It would be incredibly lazy if the new ME3 romance turns out exactly the same way as a Liara romance that was started in ME1...

My guess is that they will reuse some dialog/scenes for both but there will have to be differences in dialog and in how it's structured.
