No uncommon/rare in veteran pack

I'm a little bit annoyed with it.
Now, there is only one thing I want in the Multiplayer now, and that is the shotgun damage attachment. I've had no luck getting it so far. I've noticed that the uncommon/rare in the veteran packs are always character/weapons, the chance of an uncommon attachment is probably the same as a recruit pack. So I've been deciding if I should get the veteran packsor the recruit packs, but have always gone for the veteran as it would be nice to try out the revelent/hornet, even if they suck.
But after getting no uncommon/rare, I may now just get the recruit packs, as that's the whole point of a veteran, a guaranteed uncommon or higher.
Has anyone had this happen to then? and should I just buy recruit packages for the shotgun attachment?

I was assuming it wouldn't bother giving me something if I already had it, or something like that (I have lots of maxed stuff).

Really, the vet pack says it will come with at least one rare or uncommon item or character, but they haven't been. I'd call that a flaw. So here we are reporting it BW.

No uncommons. No rares.
I did get character cards (common) for Hum Infiltrator/adept/engineer (multiple times). Of course, they already had all customization unlocked and they're level 20... so....

In the full game there'll apparently be a point to getting XP for them even after you've maxed.

For example your "random" gave you a uncommon weapon says the phalanx, but you already have phalanx X which is the max upgrade you can have, so you don't get the phalanx XI but instead you fall back to common backup pool.
The all blue card in vet pack is because you have lots of things maxed already.
the more maxed things you have, the harder it will be to have that specifics little thing you still miss.

earned crapload of money..
started to buy packs like mad.. (veteran)
not a single rare/uncommon.
all were like normal recruit packs..
upgrade to normal weapons, missiles, medigel..etc..
no chars.. no better guns..

My last few went 2 gold (Drell Van, Quar Eng) then the game decided that I was too lucky and gave me 6 packs in a row with nothing but commons. Then I guess it was sorry and so gave me (Claymore) then it said Oooops, screwed up again... here is 3 more all commons with stuff you already have.!!!! Argh
If you are buying a Vet Pack and it says its guaranteed to have an uncommon, you CANT downgrade just because I have all the uncommon that it tried to give me, People will GET MAD... if anything you have to upgrade my pack. OR give me 4X extra (equiv of buying 4 Recruit packs ), like more useful ammo or something. But be logical Bioware.. if you expect people to keep playing multi dont screw them over with your crazy unlock scheme.

~700 of them were packs that didn't contain anything that I don't already own (like getting 100+ female infiltrator packs,when she was lvl 20 before I changed the price)
The rarest items were widow, locust and reverant, in that order.

That can't quite account for the fact that I have all the uncommon guns at rank X except the Locust, don't have the Turian Sentinel and still get blues.
What's happening is the game rolls a random uncommon or rare, and if the item is maxed the game rerolls the slot from the full list (ie: recruit pack fifth slot) rather than the restricted uncommon/rare list. This is most likely a bug, and fixing it would go a long way towards making unlocks less tedious.
