Mine would have to be Admiral Hackett...
Ever since the ending of Mass Effect 1 I've always liked him, seems like the only non-political pro-Justice and the only true "Humanist" in the series...
He doesn't involve himself with the Politics of the Citadel...
It seems like he watches over or "protects" Shepard more than Anderson or anyone else would/will
Just my favorite character, wish Shepard could communicate with him more! And I REALLY liked when he said he understands ********SPOILER********SPOILER******* what had to be done in Arrival, and that he would protect Shepard the best he could.

I can think of three...
1. Shiala. One of my favorite npcs, however, none of my Shepards really care for the face caress.In that scene, Shiala seems to confuse her feelings of gratitude with romantic feelings. Unless she flirts that overtly all the time 0_0
2. Bailey, is a pretty awesome character, but we really don't see much of him, and Shepard can;t really forge a bond with a random C-Sec staff anyway.
3. Miranda In my top five favorite squadmates. Sure, Shepard has a friendship path with her, but I'm guessing we won't see much f her, if at all in ME3

I would say Veetor.
He's so minor, but I feel bad for the poor little guy. And he helped Shepard out tremendously by telling him about the Collectors (even though the Illusive Man already knew about them).

I also really liked the asari detective in Samara's recruitment mission, for some reason. She just seemed so... reasonable and down-to-earth, unlike most asari you meet.
Also the Biotic God, because, c'mon, he's adorable.

I like Kasumi.. I really want to know more about her story.
If you're looking for someone not even associated with your playable team. Then Probably Saren. As I really want to know about his exploits and adventures prior to what happened in the first game.

I'd love to know more about Okeer. Not just because he's a bit of an enigma as a Krogan scientist, but also his philosophical attitude to the genophage peaked my interest. Very peeved he didn't make it into the team.

Miranda; I've got a FemShep, so she isn't a potential love interest, also, I suspect her role in Mass Effect 3 will be unfortunately insignificant.
