Hi, I just downloaded Arrival because I heard it segways into ME3.
I installed it and went into my ME2 game which is in the middle finishing things up before getting the Reaper IFF, and I got paged by hackett.
Just wondering, isn't arrival supposed to take place after the suicide mission? Should I do it before or after?

You first get the call from Hackett after Horizon (assuming you have Arrival installed then), and you're free to do it any time after that. It's the same with Lair of the Shadow Broker, actually. However, in both cases, I think they're geared toward doing them after the end, and it may be canonical that Arrival, at least, happens later, but you can do them earlier if you like.
Arrival doesn't change at all depending on when you do it (as far as I can recall), but there's a few dialogue changes in Lair of the Shadow Broker if you do it after. Nothing too huge, but they're there.
