I apologize if this has been asked quite alot before 
Just curious about what happens to your powers when you import a ME2 character (PS3 player here).
Do I keep every power I had and their levels? What will happen if I want to pick them again?

Considering the fact that all the powers have been changed in some form its a safe bet that they are all reset to 0. You start at level 30 with an import so you can just choose which ones you want, just like importing from ME1 to 2 you start at a higher level and get a headstart.

I seem to remember that you get to keep your powers in their most simple form. So if you have a completely evolved singularity you will only get the basic one in ME3.
