Before Orgin had occurred I had this acount for ME2 and all of its DLC. But for more recent games I made the mistake of using another email/acount and I am wondering if I have to use this account for weapons from DLC in ME2 to carry over into ME3 if so could I merge this with my other acount?
DLC Weapons from ME2 and diffrent account?

Contact the EA support, and let themjoin your accounts, they can do it easily

They didn't merge it when people tried it for TOR. They told them no can do.

Indeed. I was told it can't be done either, which is why I'm curious if it takes the DLC data from save flag and imports or from our registered content here.
If I knew that much I could just repurchase it at worst.

ME2 launch wasn't just 2 months ago though. They (EA Reps) refused to merge accounts when people said they had different ones (one for Bioware and another for TOR at launch).
I would advise people to keep their ME login the same and just have 2 EA accounts since they won't merge them. That way the ME import will go through without a hitch.
