Wait for the official release of the game, tigerman. It may not even be available on Tuesday, as the wiki says the toolset will come out shortly after the game's release.
I just assumed it would be available for download... Because it says it is. X3

But no problem I can wait.

That's a hard thing to confirm when no one can travel through time, and no members of bioware have made a statement. Just chill out, pick up the game install and then wait for the toolset. If it doesn't come out tomorrow afternoon it will be within the week by my bet. They will release the beta toolset with intentions to gain feedback from users to better the editor.
Oh I'm cool, but if you were around for the other toolsets, you'd find why folks like me feel spurned a bit. And with EA's involvement, eh. I guess it's a Codexer thing.

I have experienced misery while waiting for other promised toolsets to get released. However if Bioware does anything like that (like making us wait more than a week at most) I would be shocked. They are good like that. They don't wait until the game is done before they start prettying up their tools.

Legitimate concern.... some people purchased the PC version of the game for the toolset; no toolset on launch day (tomorrow, the 3rd) then the peasants are gonna raise some pitchforks and march on the Bastille.
Yep that'd be me.
I hope it's uploaded when I wake up tomorrow.

This very thing happened when NWN2 had a pre-release toolset, there was a mock-up Wiki page dedicated to...How was it? "The Great Toolset Disappointment of 2006"? Or was it "2007"? Bah....

I hate to say it, but the licensing and such for anything toolset related actually rests in EA's hands. It says so not only in the EULA but also at the bottom of this very page. Anything on the social site really isn't BioWare's, it's EA's. Not to say that is a bad thing, as I'm enjoying DA:O 's official campaign, something I thought impossible just a day ago. But having played this since 12:30a lastnight, and it is now 8:26a, I actually feel enthusiastic.
