I don't think it is too dark when you remember what it's purpose is. It's a fighter/exploration craft. And this craft uses a lot of video readout and holographic technology for its controls and readings. A darker environment makes these easier to use.
Similar in nature to a modern day Aircraft Controller tower. The rooms are almost completely pitch back except for the screens to allow those following airplanes to easier see and understand what is on their screens. Same reason submarines dim their lights when they go into combat mode.
Possibly if the Normandy was more of a pleasure craft or personal vehicle it would be brighter, but the darker atmosphere suits the purpose better.
