I think at this point their begging for the jacket to be DLC and you know Bioware can name any price and they'll think them for adding it.
There is never anything wrong with cosmetic DLC in a game like Mass Effect. If you don't want it your experience won't be affected by having it, and it's a nice option if you do like to play barbies dress up or something like it. If the art team wants to make cosmetic DLC post-release content when the game hits the feature complete phase a few months before hitting retail well that is ok with me.
Bad examples:
Battlefield 3 was going to have powerful unlocks exclusive to DLC, that affects everyone who does not buy the DLC in a bad way.
Call of Duty has map pack DLC each year totalling around $45 for 12 maps, and you'd better believe that Activision will make their best maps DLC exclusive.
Prothy for ME3 was bad because the character and the files were already there, and one of the developer posts confirmed that before been denyed in the Ashes announcement. Bioware were caught red handed on this one, and if any of Biowares personal fluffers are reading me, nothing you say will change my mind so don't waste your time.
