Actually, give us the health packs and revives for free. Not having them adds nothing to the game.

If you stick to bronze and just buy a veteran pack every two games you still seem to end up with plenty.

I don't win silver back to back. In fact, I don't win bronze back to back. In fact, the majority of games I play don't finish because of 1) technical issues, 2) people disconnecting, or 3) the group dying.
If the intent is for people to have this resource, why not just give people a full compliment of health/revive packs at the beginning of the match?
If the intent is for people to not be able to revive themselves unless they get lucky with their unlocks... why? What does not being able to revive yourself add to the game?

Let me BUY the game packs. Not having them just frustrates me.

That happens 50% of the time anyway as you bravely leap into cover while attempting a revive.
Crouching is just another ability to tie to the one button that rules them all.

Your teammates can still rez you. If you don't win bronze consistently, then you prabably shouldn't be venturing too far from your squad till your good at not dying.

I ran out when I first started, when I was alternating between the 5k and 20k packs, but I have way more than I need now. I just assumed they were a standard of the vet packs.
I can't argue not having them adds anything to the game, but I suspect the idea of them not being automatic is to encourage players to stick together and work as a team.
