Nobody. Action-mode Shepard has no time for silly things like romance. He just wants to shoot things.

Laugh my ass off if some GoW obsessed meathead played the Action mode, and ended with the generic romance of Cortez!

With the action mode Liara is the canon romance.

If you romanced someone and imported a shep with one then I guess the story would pick your most recent LI and or if you stayed with Liara or VS from ME.

If you had romance with an ME and an ME2 character if they do a you cheated on me after you died and I moved on thing between ME vs ME2 LIs then BW will decide whom if anyone shep picks to keep faithful to for 3. They will not allow your shep to have flings with other npcs.

And if you romanced no one for two games I guess the game will assume you still want that and won't pair you up with anyone.

Now if you just start a new game for 3 then the BW may decide shep will pair up with either Ash or for mshep or Kaiden for fshep.

To me it seems like the game always wanted mshep/Ash and fshep/Kaiden then BW exploded with other pathways as tests but if BW had to just pick an LI for the players or the movie I think they'd always pair shep up with VS.

To me it always seemed like Liara as the put in there to test the waters just like Tali, Garrus, and Thane were put in to test if they could do less humanoid alien LIs, and Parasini and Shaila were there to see if people wanted flings, and kelly was there to see if people wanted non ground crew LIs.

I think Action Mode is the unofficial "gay toggle" and will not start any romances. CP did say you can switch modes at any time so I guess you can jump out and start a romance and then go back to action mode and let the default settings go to work.
