That comic makes no sense: In ME2 Garrus specifically mentions to FemShep that, if she was a Turian, he'd compliment her "Head-fringe," meaning that both males and females have it.

Unless Garrus is gay, and humans are an exception.... <3

They're rare off their own worlds. The only female salarians that are likely to be seen are ones that hold high political positions. In fact, I remeber Chris saying we've seen a female salarian already.

Real Answer: Because Bioware is only interested in making female versions of aliens if the aliens are hawt space bisexuals.
