I know what fringe is, and this still doesn't do it for me. Not just me, there have been several threads about this in the past. They're more like "Protrusions," than "Fringe," if you want to get nitpicky about it.
I think Bioware was simply at a loss for anything creative to do when "Desgining," their females.
You're not happy with it because it doesn't fit with the definition you and several others made up when they heard what the bachelor party turian and what Garrus said. Y'all jumped to conclusions. Which is understandable because the first thing you think of when a turian says asari look like blue turians because of the head fringe is is the head spikes they have. Of course that guy never said "female turians", just "blue turians" - and even if he was talking about females, he might've been talking about the curvature of the female turian head fringe. It's a stretch to see that, but they can't see the human-asari similarity, so why not? Their brains are probably just tuned to notice different details more.
As for the rationale of the design - it was probably in keeping with their avian theme. Be glad they took influence form one of the many bird species where the males have more plumage (e.g. peacocks), rather than the ones where you can barely tell the difference.

The bachelor did say "Blue turians," because he was comparing an Asari's fringe to their own, because Asari fringe and "Male," fringe do have striking similarities. Just as obvious is that he's probably straight, considering his conversation his coworkers and his attitude toward Asari in general; so its safe to assume that when he said "Blue Turians," he also meant "Female Turians." If not, he probably would have specified.
Garrus is straight; so it can implied that he was referring explicitly to female turians. "If you were a turian," which means this is how he would flirt with another turian. Again, given the context in-game of the word "Head-Fringe," its fair to say that both Female and Male Turians had the same style.
Asari and Male Turians are both referred to having "Head-Fringe," and considering their relatively similar apperence, it is easily implied that this is what "Head-Fringe," looks like. That "Female," Turian had nothing that looked like the other two examples.

Garrus was a female turian all along! The translator kept mixing up the word for he and she since the pronoun in the Turian language is gender neutral and is assumed to be referring to male by the galactic translator, also Garrus is a lesbian which is why she was a romance for Femshep. Also for those who say 'wouldn't a shepard who romanced him know the difference?' there are species, such as hyena, where the females have a penis and Shepard just didn't see the difference!SamT3N7 wrote...

It did have some (IMHO) serious issues regarding the terms on which General Williams left/was discharged from the Systems Alliance military, everybody speaking to each other despite the whole "first contact" issue. Dark Horse doesn't always do a good job drawing certain things (Flat-Wrex) either.
As far as I'm concerned the games > other sources when it comes to what's canon. Maybe you'll see female turians in ME3,maybeprobably you won't. But as far as I'm concerned there canon appearance isn't established until it appears in a game.

Round their mandibles a bit and soften up their features (less hard angles on their face plates and larger eyes), Then add a female voice and there you go. No breasts whatsoever.
They could probably get away with giving them the same animations as male turians.
