You can play as a female in Gears of War 3, not very often, but it's still possible. I play it a fair bit, multiplayer though so I guess it's a bit diff coz you can choose your character obviously.
Your first question though is a big no. Only because you said shooters, in shooters it's not 100% required I need to be a female character, RPG's on the other hand, it's a definite requirement.
If Commander Shepard could only be a male, I would never have played Mass Effect. So I will always be thankful for that, because it introduced me to such an amazing universe.
Wait... Did you just call Mass Effect a shooter?
Mass Effect is a hybrid of shooter and RPG with special tech and biotic powers!
