Alistair starts with a few points in S&S so for maximum effectiveness, stick with that. The big temptation for tanks is to max out dex with just enough str for the best armour, which makes them virtually unhittable - just indestructable punchbags for the enemies. However, that's actually a very wasteful build. If you just give him enough dex to max out the S&S trees and then pump str, he'll have all the dex he needs for an effective tank whilst also packing quite a punch too. If you don't want him tanking just give him Beserker instead of Champion and don't tell him to activate Threat or Taunt either. This is probably Alistair's best build whether for tanking or DPS.
If you specifically don't want Alistair going S&S then you do get him early enough that swapping him over to 2H or DW isn't too much of a hassle. Yes it's 4 wasted skill points and he'll probably suck for the first few missions but he'll have gotten into his stride by late mid-game. By the late game his DPS will probably out-do a S&S's build, though probably not by much. It's also a good idea to befriend him, as high approval nets bonuses in Constitution, making him a more durable fighter.
