Eh, the damage boost from tactical cloak is even bigger IIRC. But the point was Infiltrators don't even have to fight, which is a good thing on Insanity as fights take forever. It's still just as hard having to sneak around like that, but at least it turns 15 minute fights into 3 minute hide and seek games instead.
A) No, Adrenaline Rush had the higher damage boost by a sizeable margin. 75% bonus for Cloak and only for 1 second worth of shooting versus 140% for 5 seconds.

If you're trying to run through encounters, Sentinels, Soldiers and Vanguards can all do the same or better than a cloaking Infiltrator in ME2. In ARush, a Soldier takes less damage and can literally outrun bullets. A Vanguard can make it to the exit in a heart beat if there's an enemy standing near it. A Sentinel can regenerate his massive shields faster than the enemies can take them down.
A Vanguard would turn the 15 minute fight into a 30 second sprint to the exit AND he can literally fly over any position based spawning triggers in the middle of the room.
