After 4 playthroughs at different levels and one in progress insanity play though, I STILL don't understand storm speed.
Is that just how fast Shepard moves when he/she runs?

I never bothered looking into it as it hasn't come into any importance on any of my builds, but perhaps with something like a vanguard it would make some more sense?

It's just the sprint Shepard does if you hold the spacebar (or whichever button on consoles) when running.
