The Perfect Ending is just that, "perfect". The ending below it also makes the galaxy "lollipops and sunshine"; kinda-sorta.

1.  Is the exact weight for Widow, Javelin and Argus listed.
2.  Are there weapon mods that lowers weight.
3.  How does this affect the power cooldown.

Not really. You've pretty much seen them all, besides the husks; which I'm working on getting pictures of. (There are Rachni enemies too).

The guide is vague in some areas, because it doesn't want to spoil EVERYTHING. I'd say the guide is about 85%-90% accurate in all respects.

The weapon system is a combination of the Mass Effect 1 and 2 weapon system. There's weapon levels (i.e. Mantis 1, Mantis 2...Mantis 7 etc.) There's plenty of armor to play around with; more armor than Mass Effect 2 but less than 1.

But how is it "perfect?" Does Shepard survive? Contact with LI intact, galactic infrastructure maintained, that sort of thing?
