I'm always stuck between Overload or Incinerate when playing as a human Engineer, or Warp and Overload as a turian Sentinel when stripping the armor for atlases and turrets. Incinerate and Warp has more damage vs armor, but Overload deals bonus damage vs synthetics. Which one deals more damage at level 3 of a power, before any branching upgrades occur?

If I remember correctly, even though Incinerate does bonus damage against armor, is damage reduction against synthetics counters it out too much. As for Warp, it suffers no such reduction, and it'll still debuff the enemy and burn away at its armor if you leave it be. Or it'll detonate when those Vanguards go rushing in. Which will eat armor. And shields too.
