I don't want to do them all right now (keeper scanning etc.), what point is my final chance to do them?  Before the final planet or is it earlier than that?

Some of them look like they should be okay right up to the point of leaving for Ilos but some of them involve starting at the Citadel and going to another planet to do something and then returning to the Citadel to complete. I'd think that those ones need to be done beforehand or they'll just be incomplete.

After completing the four main planets (Therum, Feros, Noveria, Virmire), you go to the citadel one last time, and it gets locked after you leave. So as long as you have one of those four planets unfinished, you'll be able to come and go as much as you please.

Just to add to the answers above, a few of the minor side quests in the Citadel involve a follow-up minor side quest, for which to activate, I presume you have to have done the first quest. These follow-up quests are available when you make a return visit to the Citadel after having completed the original quest, and leaving the Citadel. So if you want to complete them all, you have to leave and return to the citadel at least once after having completed all the Citadel quests you now have (or at least the ones that do have some kind of follow up).

There's one that requires you to leave the Citadel, do a mission, return, speak with someone to open up a mission on another planet, go there, and return to report. So you need two more visits after the first to complete that quest.
