Doing a Vanguard on Insanity mode and its been awhile since I've been
one. Anyhow had a couple questions on the charge ability to refresh my
memory.

1. Sometimes when I go to do a charge my FemShep says she
can't lock on to the enemy even though they are in plain sight and
within range. Why is she saying that?

2. Also never was good at
this but how do I do a Biotic Charge away from battle to retreat like I
see some people say they can do?

3. I picked Reave as my Bonus
power since i heard that was the best for Vanguard on insanity and was
wondering when I should max that out? I know to do Heavy Charge and
Champion Specialization first.

4. What Shotgun should I use? Seem to be torn between the GPS and the Eviscerator. I used the GPS mostly when I did play Vanguard on Normal mode.

As to your other questions...

1) That's pretty common, and a bit hard to explain. Sometimes charge just bugs out, and generally tends to work worse when you (or your enemy) are against a cover. Other than that, I don't know what I can say exactly, other than you'll learn/get used as you play.

2) You can charge at an enemy, period. If you want to charge outside the fray, look for an enemy who's at a fitting place and charge him/her/it. But then you should ask yourself why you got in there at first... the videos I linked in that other thread may be useful here.

3) See the linked thread. Reave isn't good for vanguards if you ask me (and many others).

4) They're generally pretty balanced, though I hate GPS on vanguards, even though it's great on other classes. Of the others, just try them all and see which playstyle you prefer. Scimitar is the most forgiving and maybe the one that makes the most out of Inferno ammo, Claymore one-shots normal enemies, Evi is a bit less powerful but a shot + melee usually does the trick, Katana is a middle approach...

I've completed playthroughs with Evi, Scimitar and Claymore (picked SR training for Viper with the first two), and all of them worked fine. I've also used the Katana occasionally. Nowadays, I always pick the Claymore simply because I find it the most fun, but be warned that it's harder to master and will only be on par with the others if you learn to do the reload trick, and it'll prevent you from picking an additional weapon training like sniper rifle or AR.

Bottom line: Up to you, except for GPS if you ask me.
