Thats a fair point mate. Its far from being absolutely confirmed, but if these are the ideas of someone in touch with the dev team extensively, I'd say they have some merit.

FTL in ME3 is equivalent to 12 lightyears per day, and uses fuel. Mass Relays are meant to be instantaneous and as far as we know don't use fuel.
In other words, everyone "stuck" at earth can fly home, it'll just take them FOREVER.
