Yes, they probably are. The larger and smaller planets in the sky would not stay stationary in the sky unless tidally locked to the planet we see Stargazer/Normandy on. This would then imply a geosynchronous orbit of 3 individual planets/planetoids which wouldn't really work very well.
The more I look at the image, however, the more I am inclined to believe that the Stargazer/Normandy "planet" is more of an atmosphered satellite, like a forest moon, due to the size of the larger of the two "moons" and the fact that there is obviously some sort of organic life on said "moon".
The only thing I can think of would be that the Normandy/Stargazer "planet" and the larger "moon" are in fact both roughly the same size and are in fact in orbit around each other, or rather around where the center of mass would be if they were joined. A binary planet system instead of a binary star system if you will. The smaller moon could possibly then orbit them in a bizarre figure of 8 cycle. They are definitely seem close enough to share an atmosphere
