Why? Two points:
1) To make it really high quality, they'd need most of the voice actors back, make new cut scenes, etc., etc. That is cost prohibitive (unless they already have them as suggested but I highly doubt that)
2) If they want money for it, just image the sh** storm that would start. While fans might even be happy to pay for better endings, the general sentiment would be that now you have to pay extra for a decent ending in a BW game. That will hurt all of EAs and BWs games in the future and they are never going to go for it (that is also why I highly doubt that they withheld the endings, it doesn't make sense whatsoever).
As appealing as it might be to hope for a better solution, I doubt we'll ever see it. It's almost as depressing as the endings themselves.

I would be interested if someone whose good at hacking PC games could look into this (like that guy who dug into the Day 1 DLC thing). They explained that away saying they needed to put a framework in place to allow for future DLC.
It would be interesting to see if there is any kind of similar framework in place at the ending of the game that would allow them to continue it.
Such knowledge would prove, or disprove, my theory.
Sadly, I am not so adept that I can do that myself. It takes someone with greater skills than I.

And probably posting for the first time ever, since a case of the last 10 minutes of a game reaching through space-time-continuum and destroying all satisfaction felt over the 300 hours I put in the series in the past as in the present, requires something drastic. Not an everyday occurrence in my life, I must say.
I still can't understand why anyone would think the endings were good, ok, or even just passable.
Why on earth would anyone spend time on game content aiming to save the galaxy (a.k.a MP and DLC) after they know galaxy is screwed no matter what they do or have done, baffles me. And what baffles me even more is how anyone could think such solution would be a good strategy, financially speaking, in any reality.
So Holding the Line, though it pains me, I actually enjoyed MP until... well the last 10 minutes of SP...

I find it amusing to look at all the tracks in order, they kind of sum up the game's progress. Especially the last two. It would be nice to think that the last two tracks (CE only) are actually indicative of something - we know that the first one definitely is
