They can't afford to make another MMO.
SWTOR cost them something like $200 million to develop, and they haven't come close to recooping that money yet...in fact I don't think they have really proved that the TOR is going to survive long-term yet. Certainly it has underperformed to date - although that may have been more a case of EA/BW's predictions being too optimistic than any problems with the game itself.
I'm not too sure, but I *think* that the drop in EA's share price back in Febuary *might* have been related to the news that TOR wasn't doing as well as predicted/hoped.
In any case, MMO's are expensive ($200 million is almost twice the production cost of the average film - typically big budget films cost some $120 million to produce, not including marketing), take two to three times the time to develop as a normal game and require a lot of personal.
At this point the chances of Bioware being able to create a Mass Effect MMO are close to zero.
They don't have the money, EA is going to be totally against the idea because the brand name isn't big enough to pull in players in large numbers (certainly not right now) and even if they started right now they couldn't have it out for at least three or four years - by which time Mass Effect would be a distant memory for most people.
They probably did discuss the possibility of making a Mass Effect MMO, just as I suspect that they also considered doing the same with the Dragon Age series. But I wouldn't expect them to do anything more than consider them until or unless they can prove TOR works and they have made their money back on that...which again is likely to be a few years at best.
