BOML I was once optimistic like you, then I saw this interview today with Mac Waters. Pay attention to the highlighted part.

Getting as many people as possible killed in ME 2 without Shepard dieing, seems the most humane, then Shepard sacrificing himself at the end and making everyone else Transhuman so that there is a chance these beings will have the higher intelligence and survivability to last in this split up destroyed universe.

EA is pulling the strings, If they say we want mass effect 4 within 3 years bioware will do it. Otherwise jobs are lost. New IP's are a big risk for EA.
