A friend of mine brought up the same Liara thing. It actually happens twice in ME3, first when she asks if Shep is still interested in "them", and then on the Citadel when Shep basically says "I wanna be more than friends", which almost seems like a proposal. However, in between that Liara's mom calls you her girlfriend.
Thing is I'm not 100% sure that was sloppy coding/writing/whatever. It's easy to forget how far Liara's come in such a short time, sure she might seem all badass Shadow Broker, but she was struggling with that persona in ME2, and while she's gotten tougher since then and into ME3, she still has a lot of hero worship for Shepard. Maybe the repeated need for declaration of Shep's affection just indicates that Liara is insecure about their relationship.
Anyway, that's what I'm telling myself. It's like the Indoctrination Theory of the Liara romance.
Nah, I'm almost certain it's just to avoid having to program relationship confrontations like those in the other games. Liara's dad called me her girlfriend for during the first act, but after I slept with Traynor, Liara herself just started calling me a "friend". There's no ultimatum like there's supposed to be. They just never programmed it. That last, seemingly pointless friend convo one on the citadel is to lock her relationship in, which can only be done if you hadn't cheated on her already. It's very lame.
So we can't get the ending we want after all?

Admiral Anderson. It is noted that Anderson had been intending to use the Normandy as his command ship - which is why the command centre was built. No doubt he had Shepards belongings put into storage in the Normandy, thinking that they might go 'missing' otherwise. Plus he would be holding out hope that Shepard would eventually return to duty and the Normandy, so his/her belongings would by right there when that happened.
The orb was Prothean, and as such the Alliance would be legally obligated to hand it over to the Council...or at the very least would have taken it to a research facility.
Shepards helmet would technically belong to the Alliance, so they would be well within their rights to take it back. It's also possible that it ended up in the Normandy's armoury, since few people working on the ship would know that there was anything interesting or important about it. It's just an N7 helmet, why shouldn't it be placed in the armoury with the others?
As to the picture...maybe it was in his/her house on Earth prior to the invasion.

Edit: makes sense for the orb, models, and perhaps helmet my shep was a spacer so he didn't have a house lol

It is, yeah. Yesterday I loaded way back to the save before Shepard slept with Traynor. I avoided that and then went to the citadel and then had that same lock in convo... Then I realized something. This is the fourth time since the first game I had to tell her this. Once aboard the Shadow Brokers ship after we beat him. Immediately after when she comes to see you on the Normandy. Again at the beginning of Mass Effect 3 when you re-recruite her. And then again with the scene on the citadel... 4 Freakin times. How insecure is she that she needs to be told that many times? lol.
They did a pretty horrible job implementing the relationship aspects into this game (for all the LI's). The bare minimum level of effort seemed to be put in, in that regard.

I figured that they were probably in the middle of refitting the Normandy when Shep went back on duty but I don't recall it getting specifically mentioned. It was a bit depressing to return to it and find my nice clean ship looking half-complete, with missing panels and cables trailing everywhere (not to mentioned never finding out what had been put in where the armoury was).Major Swift wrote...
