I've also wondered about that... I recall that Shepard mentioned her translator some time in ME2, though I haven't really heard it explained futher. Technology: Translation
Human cultures remain linguistically divided. Some converse in Spanish, others in Mandarin, Arabic, Swahili, etc. Every alien race has their own equally broad panoply of languages and dialects.
Most individuals know only their mother tongue, and rely on machine translation. Modern portable computers allow anyone with a few hundred credits of equipment to enjoy seamless real-time translation of alien languages, courtesy of handheld PDAs, computers in clothing or jewelry, or sub-dermal implants. Without fast and accurate translation, galactic trade and culture would not exist.
Governments provide subsidized software, updated through the public extranet "on the fly", often as users approach spaceport customs facilities. Even the batarians, who isolated themselves from galactic society nearly two decades ago, take pains to provide up-to-date glossaries and linguistic rules, though most suspect that this is only so they can continue exporting propaganda.
It is still considered broad-minded and practical to be able to speak without machine aid. Children often take courses in alien language, and most races can speak the simplified artificial "trade tongue" with little difficulty.
Some species must rely on machine translation to interact with the rest of the galaxy. Hanar, for example, cannot reproduce the spoken language of any humanoid species, and other races cannot reproduce hanar bioluminescence without mechanical aid. Newly discovered or obscure races don't have machine translation available until the linguists have had time to study them.

i think it was built into the omni-tool

Yep it's an omni-tool program. In a me1 dlc (i forget which one) you start out not being able to understand batarians then you upgrade it. 

PS I haven't played through that in a while so I can't recall exactly how it went down.

Yes especially since you had no connection to the kid whatsoever. Yes children dieing is a tragedy, hell if anyone dies it's a tragedy. But it felt like generic war movie cliché #902

*edit* Especially since you don't see children during the first two games and then bam the first one you see dies within 20 minutes of the game.

That makes me think of something:

In LoSB, you can see the changes in Tali's combination, and one of them is some universal translator again,like with the Omni-Tool, but it's uploaded to her suit instead. Thing is, in a way, wouldn't she not understand Shepard when she takes off her helmet?

P.S. - Geez, it gave me a bad taste to re-open the game before I have a decent ending to see.

See I could understand that child representing the lives that Shepard can't save but what I don't understand is why or how the Catalyst would know to use that image. This suggests either that the Catalyst is somehow in Shepard's head or it's a situation like when in the Geth Consensus that Shepard's mind is turning it into something recognizable. Either way it's odd and I was very taken aback when I saw it at the end of the game because it was so nonsensical.
