I believe so. The narrative style is different and doesn't affect gameplay too much, but there are segments where the devs exploited it for maximum fun. Combat is faster, making it a bit hack-and-slashy, though it still has the same framework as DA:O (abilities with cooldowns, quickbar, etc.). Enemies like coming in waves from the roofs like ninjas which takes away from the immersion a bit, but hey mods! Dialogue is Mass Effect based with a wheel, but has symbols to tell what the tone of the line will be. Story is kinda disjointed between Acts (It's essentailly a set-up for 2-3 conflicts for DA3), but it could be worse. Environments are nice, though they are reused way too much. Makes sense for the ones that are in the city, but the surrounding countryside and caves could have been diversified a whole lot more.
All in all, it's decent for a BioWare game. Not as good as DA:O, but still a good game. The DLC (specifically MofA and Legacy) is fun as well, though you'll have to pay for those.
