I also think it's Harbinger, he took the image of the kid from Shepards mind, but I'm not convinced Shepard made it to the citadel, at least I think it was the original intent of the writers, but it got changed like so many other things after some damn fool leaked the script.Goodwood wrote...
Well, Shepard has been so badly battered by that beam (alliteration FTW!) that I'm not surprised she's barely able to talk during that scene. Still, there was lots of potential for a real mind-screw as Starbrat (who in my head is really Harbinger) morphs into various forms to try and taunt Shepard into taking one of those pseudo-options. Intersperse those bits with cutscenes showing how the fleets battle, and you've got the potential for an epic finale.
Alas, such a waste...

bioware had a small force of large ships of the line, mostly first rates... while the pirates had a horde army of small ships... modest royal navy force had a balanced fleet with a few new fangeled steam ships, while the yanks had a wierd and wonderful force of rocket ships and other strange vessels, as well as the normal ships...
Wind was on our side for deployment, and I sent my steamships to outmaneuver the enemy while the rest of the fleets had a chaotic pitched battle...
Long story short... Steamships useless and exploded/surrendered... 3/4s of American fleet disabled/surrendered EA, cough, I mean pirates destroyed, and french surrendered... A rather spiffing day out if I don't say so myself... of course the secret DLC plans were handed over by the french admiral...

Yeah, I should have made it clear that the pirates are a faction in their own right in the custom battles, but obviously somthing like the barbary states would be a propper "Pirate" faction

Yeah your right... Well I think my naval battle did not really capture the spirit of the "resistance" to the game... so I will have a land battle with some native american allies... Not sure who bioware should be allied with though...
