I can agree with this, had they actually done something with the resolutions created in ME 2 within ME 3 then I would have probably not thought so much of it as filler. It is because it seems to have no relevant bearing on ME 3 that puts it into the filler catagory in my mind.g_bassi13 wrote...

I never much liked the Spartans. Though their propensity towards kicking people off cliffs and into bottomless pits is quite admirable.

Not really, it's a peripheral process that takes place among a different division separate from the programmers. The fact that they had lines recorded and implemented into ME2 prior to making Legion unobtainable before endgame should be an indicator that A LOT happens during and after the recording sessions.
Basically, they get the scripts cleared and then start scheduling the recording sessions while the programming begins. Because experienced, professional VAs, especially Jennifer Hale, tend to keep pretty busy.

So ME3s problems could have a profound ripple effect.

From what I figure, the only real purpose of ME2 turned out to be that Cerberus is something that exists and is relevant. Nothing about their motivations or purpose or anything (which gets changed without any semblance of transition), but just the fact they exist. Well that may have been part of it but it was more that they were not able to adapt their society to the changes going on around them. Increased infantacide and warfare led to fewer of the elite "true" Spartans and the widening social divisions were more destructive than simply not having enough men to put in the field. Had they been able to adapt and include the Periokoi and helots in the army they would have had the strength in numbers again. Sadly their elitsm didn't allow for that.
