It seems it doesn't. But why bother Kelly? Grab all fishes after arrival, feed them, save, stop.
I think Xoisite confirmed that you *have* to be "friendly" with Kelly. I got them after the Arrival DLC, and before my final save, but I guess she only shows up if you're "friendly"

If you have the Prejak Paddle Fish in ME2 and Kelly has agreed to take care of the fish, when you import your game to ME3 and beat the game, start NG+, and beat NG+, you're supposed to go see Liara for more intel. Oh, I've lost count already. I spent the past week and a half going through 1 and 2 for my "perfect" saves even though I already had them. Oddly enough, it was only really during this last playthrough that I started looking into the whole "dark energy" thing...looks like I can safely ignore that now!

Just having skimmed this thread, has notched down my excitement for me3.
ME1 was amazing, ME2 in my view was also amazing (although some ney sayers of that game have been proven right)
Dragon Age Origins was also a game that will always be rememberd well.
Then Dragon Age 2 arrived, and shattered my faith in Bioware to deliver a world i can belive in, and left me hightly sceptical.
Well, i guess i cant be bothered to even lie to myself, ill buy the game bioware, and your stupid dlc too and probly be most dissapointed like i was with Dragon Age 2.
I cant explain it, my brain tells me i should wait a week after release and see all the emo rage and be thankfull i didnt get it, but like some idiot my

From what I gathered, if you import an ME2 save with a specific kind of fish, retreive them from Kelly, and make sure they survive ME3, and then start a New Game + (ME3 import), and beat the game ones more, you are supposed to get som special intel from Liara, the Prima strategy guide also mentions a secret ending, but whether or not thats real remains to be seen.
