You will have to re-select hair, hair color, eye color, and makeup, but the basic facial structure is preserved. Also, while it might not look identical on the customization screen, in-game it does look the same.

If someone hasn't already answered, I believe the only way to salvage the saves is to be able to transfer them back to the hdd they were originally created on. If you don't have that anymore, I don't think there is another way.
I could be wrong. Maybe there's another workaround now, but that was what I originally saw.

If you physically do not have your saves, I don't know how you expect anyone to be able to help you. If you don't have the hard drive you had them on, you cannot import them. I feel bad for them too. I'm sure they'd rather be basking in the glow of all the good press, but this is a serious problem.
If this was a single bugged decision, or a favorite armor that wasn't carried over, I'd understand. But Shepard's face?! That's a fundamental building block of the entire experience.
