The first is quite obvious: many of us simply don't posses the memory or skill to manually recreate our Shepards visage closely enough to not feel that large disconnect I mentioned earlier. The second has more to do with the new system by which faces are constructed. The options available to us in the ME3 Character Creator simply don't match up with those from the previous titles.
Some options hold varying degrees of precedent with players as well. I myself am not put off by the lack of an identical hair style in ME3 that my character used in ME2, in fact I find the new ones look pretty good. I'm merely acknowledging this specific part of the issue to further support the understanding that we're not unreasonable, just disappointed. I know many people are angry they can't keep their exact same hair style, and I don't blame them, I just feel that the options presented aren't too shabby if we can't have the originals back.
What all of this together means is that even if we spent the time trying to rebuild our characters mug (as many of us, including myself have), we couldn't match it.
So really the issue isn't our unwillingness to fix it ourselves, or that we think we shouldn't have to (even though we shouldn't). It's that we can't. This issue is forcing us to either wait for a fix, or pick up with a character that, while he or she made the same choices, isn't the same person. And that's just unacceptable.

Even if they find the problem and create a fix, it will have to go through testing to make sure it doesn't break anything else. Then it'll have to go through the Microsoft channels.

I think they did find, but purposely ignored it. I mean... how could they NOT find it? It would be like Microsoft shipping Windows 7 without the start button. They ignored it because returning fans are not the target market anymore. We're buying the game anyway. So they diverted dev time away from fixing this to solve other problems.ARCTIC EAGLE wrote...

I'm not a fanboy but even I'm tired of the drivel Bioware launches that needs multiple patches to render it in the condition that I had expected.
A fix better come immediately or EA and bioware won't get another dime.
I was worried about the rest of the Game as well after the disappointment and frustration I felt after not being able to import my Shep face. Still super frustrated but I got a face that was pretty close and decided to start playing with it. The rest of the game is pretty awesome. Not trying to downplay the import issues. That is a MAJOR, MAJOR problem that can ruin a lot of the game if you can get a close match. Just saying that the rest of the game, or at least the first 10 or so hours are really good. It will be the pinnacle of awesome when they get this fixed.

Bioware/EA should be ashamed for this to have made it past QA. There was QA...right?
