You will be able to import your faces, but you will also have the option to customize further.
I really don't understand this message. It sounded fine until "customise further." I mean... you can't customise a ME1 face because it uses a different system, no? That's why if we import a ME1 face into ME2, it's "accept it as it is or make a new one," which should be the same in ME3. Unless ME3 can parse your ME1 face and remake it into an ME3 face code, but I'm sorry I'll believe that when I see it >_< It's far more likely there's a misunderstanding here imho. Such a feature would've been talked about I believe, since it's a non-spoiler thing to brag about that will bring lots of convinience to the players.
You can create a face using the ME2 character creator that matches the one you imported from ME1 down to the last pixel. One fact to keep in mind is that if you import an ME1 face into the ME2 CC, the imported face will stay available for checking against the newly created one until you confirm the new one. Still, to recreate a face precisely, you will probably need Fraps and a picture viewer.
Anyway, what this means is that you can remake your ME1 face precisely in ME2, then proceed to import it into ME3 for further customization. One complete remake will be necessary, but once you know how, it isn't that hard.
