Well... ME3 demo CC was incomplete so it's no wonder if you get wonky results.
I really, really hope that is the case. But the way things are going I'm not counting on that kind of luck.

That's kind of the point, though. If you imported direct from ME1 to ME2, you can't import that face into ME3. That's what this thread is about. It's not an issue of being able to reject the import.

ME2 and 3 have an entirely different CC system then ME1 did (ME1 had facemorphs, ME2 and 3 use facecodes). What it seems to be is that only facecodes will transfer to ME3.
To me, this seems like they were focusing solely on pleasing their PS3 audience with this game, and focusing more on that than the other two. Since that's the only way this could happen, since if they had kept it PC/Xbox there's NO way they wouldn't work around this.
Facecodes only appear if the ME2 CC was used, even for tweaking. ME1 used a different, hidden code system; which is incompatible with ME3, by the sounds of it.liesandpropaganda wrote...

When importing a ME1 to 2, you can use the CC, but you have to start from scratch, which kinda sucks.
