It's not that nobody at Bioware noticed this. It's much worse than that.
They knew about it, and decided not to fix it. Have we fallen into an alternate dimension, or something? Are we dealing with Bizarro Bioware?
You mean Bethesda?
Hey, come on, that's a bit harsh. When Skyrim came out I was impressed at how quickly the devs acknowledged bugs and got out patches. Sure the first patch ended up making things worse, but they gave us straight answers at least.

Gee.
You know, I feel sorry for the players that have no idea abt. this. If it isn't patched day one, alot of ppl are gonna be really confused. They may even think it's their system, or save files that are corrupted.
Ouch.

Things like this are the very reason we're confused, when it seems certain we can't import them, someone else says they've had no problem. Vague answers are the very problem perpetuating this whole ordeal.

Why would you want to import a mass effect 1 face into 3?
ME1->ME2->ME3 unchanged.
Duh.

Not directly from 1 into 3, the import doesn't work if you created a face in 1, used it in 2 also, then it stops working on 3.
(Allegedly)

From data like this, it seems likely that some faces import just fine, and some do not. I suspect even Bio doesn't know what percentage of ME1 faces will have problems in ME3.

It's a face that was originally created in Mass Effect 1, and imported to Mass Effect 2.

All because BioWare, at the end of a trilogy can't get something you'd assume they'd be used to making work properly by now, wrong. More power to you then.

EA Suit: So what you're saying is that you paid Mark Vanderloo this much money in long term licensing agreements to use his likeness as...whats the name, oh yes "Commander Shepard" in the "Mass Effect" series...and most of the players of the game didn't use the default appearrance at all?
BioWare Developer: Well yes, we like to ensure we give our players plenty of options in our role playing games, the character creation system was added so people could create their own vision of Commander Shepard.
EA Suit: I don't really care what their vision of Commander Shepard is, we're paying this guy a lot of money in long term licensing and its not returning the investment based only in marketing.
BioWare Developer: Well sir theres not much we can do about it now, the entire game is built around a persistent save file which is imported from title to title, allowing people to play their Shepard in the next game.
EA Suit: Listen you don't seem to understand how things work here at Electronic Arts, we've paid for the face, so you need to make that face earn so our stock holders are happy. I don't care what you do, break the character creation system if you have to, just make that license earn its cost. Now get the hell out of my office, I need to talk to the FIFA team about adding drunken crowd riots to FIFA 2013.

You could be right, they might not know the percentages, but that still doesn't excuse the complete and utter lack of any clarification on the offical forum.
